What Affects Your Car Scrap Value in Singapore

Owners often assume the figure is set by the yard, and are surprised to find that the largest components are fixed by regulation and calculable in advance from documents already in their possession. Working out your own car scrap value before speaking to anyone converts the entire negotiation, because you arrive knowing the floor and can see immediately whether an offer is generous or is quietly absorbing money that was always yours.

The Four Components

What you end up with comes from four sources. The PARF rebate, a percentage of the Additional Registration Fee, paid by LTA. The COE rebate, covering unused whole months of your certificate, also paid by LTA. Refunds of unused road tax and unexpired insurance premium. And the amount the operator pays for the physical vehicle. Only the last of these is negotiable, and it is usually the smallest, which is why comparing offers as single blended numbers is so misleading.

The PARF Rebate and the Ten-Year Cliff

The PARF rebate is calculated as a percentage of the ARF shown on your log card, and that percentage steps down at each anniversary of first registration, reaching nil once the vehicle passes ten years. For a car with a high ARF, the difference between deregistering at nine years and eleven months and at ten years and one day can exceed the entire market value of the vehicle. If your car is approaching that boundary, check the registration date against the calendar before doing anything else.

The COE Rebate and Whole Months

The COE rebate covers unused time on the certificate and is computed in complete months. Fifteen months and twenty-eight days pays the same as fifteen months and one day, so an appointment falling just after a month boundary quietly costs you a month’s worth. Where your timing is flexible, moving the date by a few days can be worth several hundred dollars. This is also the reason letting a car sit unused for a fortnight has a real price.

Renewal Removes PARF Permanently

If the COE was renewed, the PARF entitlement is already extinguished and never returns, so the calculation contains only the COE rebate and whatever the vehicle itself is worth. This surprises owners who renewed years ago and have forgotten. Check the log card rather than relying on memory, because it changes the expected figure substantially and affects whether scrapping or selling is the better route.

What the Operator Pays For

The operator’s payment reflects what they can recover, saleable parts first, materials second. Models still on the road in numbers have strong parts demand, because someone is repairing one this week. Rare or unpopular models have almost none. A complete car with engine, gearbox and catalytic converter intact is worth meaningfully more than one that has been picked over. A car that starts and drives in avoids a towing deduction. These are the levers that actually move the negotiable portion of your scrap car value.

Export Changes the Arithmetic

If your vehicle is in sound mechanical condition, an export buyer is valuing a working car rather than a tonne of steel, and the offer can be materially higher. Service history, condition and demand for the model in destination markets all feed into it. Getting a quote from both a dismantler and an exporter is an hour of work and is the single most common way owners discover their car was worth more than they assumed.

Timing and Market Conditions

Scrap metal prices fluctuate, though the effect on a passenger car is modest. More significant is the state of the vehicle market, since a strong second-hand or export market lifts what operators can pay. If the car has substantial COE remaining, check what a straight sale would fetch, because a buyer values that certificate directly and may outbid the rebate route entirely.

Outstanding Liabilities Reduce What Reaches You

The rebate is calculated on the vehicle, but what actually arrives in your hands is net of anything owed against it. An unsettled hire purchase loan blocks deregistration altogether until cleared, and outstanding fines and unresolved claims can hold up the submission. Where rebates are encashed rather than applied to a replacement vehicle, the amount released may be reduced to cover liabilities. None of this is unusual and all of it is manageable, but it should be dealt with weeks ahead rather than discovered on the morning of the appointment, when the only options are delay or a wasted trip.

Calculating Your Own Floor

Take the ARF from the log card, apply the PARF percentage for your vehicle’s age, and add the COE rebate for the remaining whole months. Add unused road tax and the unexpired insurance premium. That total arrives regardless of which operator you use, provided the rebates are assigned to you. Any offer should be assessed as the amount paid on top of that floor. Written down on one sheet, this makes three competing quotations trivially easy to rank.

What Reduces the Figure Unnecessarily

Delay, which erodes PARF and burns road tax. Accepting a blended quote that absorbs the rebates. Releasing the vehicle before payment. Arriving without the finance clearance letter and losing the appointment. Describing the car optimistically and being renegotiated at the gate. None of these are complicated to avoid, and together they account for most of the gap between what owners receive and what their car scrap value should have been.
